Steps in Rank Advancement


1) Learning and Testing:
The learning and testing steps are covered in the Scout Handbook and the Scoutmaster's Handbook. The boy's progress should be the natural outcome of his activities in his unit. As each step toward a rank advancement is completed, that step should be initialed in the Scout's handbook by the Scoutmaster or Assistant Scoutmaster who actually witnessed the Scout perform the requirement. All rank requirements must be performed as specified in the handbook and witnessed by an Adult Leader.
A Scout's own parent may initial completion of a requirement only when that parent is participating as part of an organized training event for a group of Scouts during a Troop meeting or campout.


2) Scoutmaster Conference: When a Scout has completed all requirements for rank, he must make an appointment with the Scoutmaster for a Scoutmaster's Conference. The Scoutmaster will schedule a conference at a mutually acceptable place and time. The Scout must present himself to the Scoutmaster in full "Class A" uniform, with neckerchief, along with his Scout Handbook. At this time the Scoutmaster will review the completion of the rank advancement requirements and determine if the Scout is ready for advancement. If in the Scoutmaster's opinion, the Scout is ready to advance, he will sign the handbook and then notify the Scout that he may contact the Advancement Chair to arrange a Board of Review.
The purpose of the Scoutmaster Conference is to evaluate the Scout.

3) Boards of Review: Boards of Review are held soon after a boy has completed his Scoutmaster's conference. A Scout who has been referred to a Board of Review by the Scoutmaster will be notified by the Advancement Chair as to when the board will be convened. As with the Scoutmaster's Conference the Scout must present himself to the board in full "Class A" uniform, with neckerchief, along with his Scout Handbook.

The Board of Review has three objectives:

To determine the extent to which the Scout has had an effective experience in the Troop.
To make certain the rank advancement standards have been met.
To encourage the Scout to progress further

When possible the Board of Review is composed of registered adults who are not regularly engaged in Troop campouts or skill instruction in order to obtain more feedback about improving the Troop. The Scoutmaster, Assistant Scoutmasters and parents of the Scout undergoing review are not allowed to sit on a Board of Review.
If the board decides that the rank advancement standards have not been met, the Scout will be told the reason and told the steps necessary to satisfy the board's concerns. Once the Scout has completed the steps specified by the board he should contact the Scoutmaster to arrange another Scoutmaster Conference and subsequent reappearance before the board.
The purpose of the Board of Review is to evaluate the program, not the Scout.

4) Awarding of Rank Badge: After approval by the Board of Review, the Scout should show his signed Handbook to the Advancement Chair so that the Troop records may be updated. The Scout will receive the Rank badge at the next regularly scheduled Troop meeting. He will also be recognized at the next Court of Honor where his parent will receive the parent's pin reflecting the Scout's new rank.


5) Achieving Eagle Rank: Once a Scout becomes a Life Scout he begins working toward Eagle rank. The Advancement Coordinator will obtain for the Scout a "Life to Eagle" package from the Scout Office that will list all the requirements.


He must participate in the Troop as a Life Scout for at least six months.
He must successfully complete six months in a leadership position.
He must earn the 12 Eagle required merit badges plus 9 more optional merit badges a total of 21 merit badges.
He must plan, organize, and execute a significant service project. This project must be presented to the Troop Committee and to the District Advancement Committee for approval. At completion of the project the Eagle candidate must report the outcome to the Troop Committee.
He must complete a Scoutmaster Conference.
He must present himself before a District Level Eagle Scout Board of Review.
